Both leaders emphasized that reforms in global institutions are essential to effectively address emerging geopolitical and security challenges. The two countries affirmed their faith in democratic values, the rule of law and a multipolar global order.
The dialogue also covered pressing international issues, including developments in Europe and the Indo-Pacific region. Both nations agreed that sustained engagement, dialogue and cooperation remain crucial to maintaining peace and stability. Their shared approach highlights a broader commitment to global governance reform and multilateral collaboration.
A Partnership “Deeper than the Ocean, Higher than the Mountains”
Describing the bilateral relationship as one without limits, Prime Minister Modi stated that India–France cooperation is expanding across diverse sectors. The two sides resolved to work closely on climate change mitigation, global security and advanced technologies such as artificial intelligence. The partnership was portrayed as not only strategic but also rooted in shared trust and long-term vision.
The leaders also paid homage to the victims of past terror attacks, reflecting solidarity in the fight against terrorism. The engagement reaffirmed the historical bonds between the two nations, recalling India’s contributions during global conflicts and emphasizing enduring mutual respect.
Defence Cooperation Strengthened: Hammer Missile Production and Extended Agreements
A significant outcome of the bilateral discussions was the extension of the India–France defence cooperation agreement for an additional ten years. During the annual defence dialogue held in the presence of Defence Minister Rajnath Singh and French Armed Forces Minister Sébastien Lecornu, both sides signed key memoranda of understanding aimed at expanding defence collaboration.
A major agreement was reached for the production of Hammer missiles in India, marking a notable step in defence indigenization and technology transfer. The move is expected to enhance India’s self-reliance in advanced weapon systems while strengthening strategic defence ties with France.
Officials from both nations highlighted that defence cooperation remains a central pillar of the relationship. Joint development, research partnerships and military exchanges are set to intensify, reinforcing interoperability and strategic trust between the armed forces of the two countries.
Expansion into Advanced Technology and Innovation
Beyond defence, India and France signed 21 agreements spanning technology, energy, innovation and skill development. Among the notable initiatives is cooperation on the manufacturing of the Airbus H125 helicopter in India, including the establishment of a production facility. This initiative reflects growing industrial collaboration and shared ambitions in aerospace manufacturing.
Both countries agreed to launch a bilateral innovation initiative aimed at supporting start-ups working in health, climate and emerging technologies. The “India–France Innovation Year 2026” was announced to foster deeper technological engagement and collaboration between entrepreneurs and research institutions.
Artificial intelligence, digital science and cyber cooperation were identified as priority areas. Plans include the creation of joint research groups and expanded academic and technological exchanges.
Cultural Diplomacy and People-to-People Ties
The partnership also witnessed significant cultural milestones. France announced the opening of a Swami Vivekananda Cultural Centre, underscoring the importance of civilizational dialogue and cultural exchange. Leaders from both nations acknowledged that their relationship extends beyond strategic cooperation to deep-rooted cultural and intellectual engagement.
Both sides reaffirmed their commitment to strengthening educational exchanges, tourism and youth engagement programs, recognizing the importance of people-to-people connectivity in sustaining long-term partnerships.
